Twitter wants to be the world's emergency alert system.
The service has already emerged a de facto emergency communications network in times of crisis. People have organized in floods, fires and wars worldwide to help one another.
With Twitter Alerts, the company wants to make it easier for people to sign up for notifications from public institutions and organizations.
People can sign up with such Twitter account holders — FEMA, for instance — to get alert messages sent to mobile phones. Those messages will also appear in Twitter feeds, marked with an orange bell.
